Regular meeting of the Monson Board of Health was called to order at 5:31 p.m. by Chair, Beau Schneider.
Members present were Wayne Yee, Vicki Alfano, Carrie Payne and Joanna Sorreiro. Lorri McCool, Health/Title V Inspector was not in attendance.
Beau Schneider made motion to accept the minutes from the May 18th meeting. Second by Wayne Yee. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
A meeting with Finn McCool tabled for a future meeting.
Discussion on barn inspections tabled for next meeting in order to obtain further information and clarification from the State. Joanna Sorreiro inquired, if the animal inspector ( Municipal Animal Inspector ) and the barn inspector are one in the same? Vicki Alfano noted that the vets do the testing on an animal that is submitted with possible rabies or disease. According to sketchy State material, the barn inspector is responsible for checking tags. Don’t know how thorough the barn book log has been maintained to even know residents with applicable animals. Carrie Payne stated that the amount of grazing animals allowed, goes by space. Many people do not want an outside party coming on their property and counting animals. Joanna Sorreiro asked,” if someone suspects abuse or neglect of animals in deplorable conditions can they call
the SPCA?” Beau Schneider answered that in some cases, the applicable police, housing or other forms of law enforcement are also contacted along with the agency.
Beau Schneider made a suggestion that Bulky Day re-structuring ideas be placed as a last item for discussion on the agenda in the future.
Joanna contacted the school dept. in regards to the free of charge water testing. Karen Methe in the superintendent’s office, advised it would be forwarded to the appropriate party. Beau said, that he had received a card in his residence door about water testing. This was a company that was selling water conditioning products. Beau also mentioned that the Monson Water dept. is required to send a yearly report on the status of the water in Town. Claire Forgues pulled the report from June 2015 for the Board to review.
Beau Schneider made motion to research a cell phone booster for the lower floor of the building to enhance reception downstairs, especially for Lorri McCool who totally relies on her cell phone for the three towns which she serves. Also, the remainder of funds would be used to purchase additional Bulky Day items including, but not limited to a new table, easy-up canopy with sides, new signage and possible additional jackets, remaining funds permitting. Motion was seconded by Joanna Sorreiro. Wayne Yee to check with his wife, as to where she purchased her canopy after extensive research.
Wayne Yee stated that he was under the impression the tanning salon, Totally Tan had been sold. Claire Forgues advised the Board, that just this week a new owner had called the office to find out about required permitting. Lorri McCool is to set up an appointment in the near future with the new owner.
Changes need to be made to Bulky Day to reduce both wait times for residents, reduce tonnage and better functionality. It is not lucrative for the Board to accept electronics or scrap metal any longer. It is no longer possibly to accept tires and Freon containing items at the current rates. It has been proposed to raise the charge on Freon items from $ 15.00 to $ 20.00 and the charge for tires will change from $3.00 for a small/ car tire to $ 5.00 and the large will go from $ 6.00 to $ 10.00. Mike Szczepan from Republic Services advised the Board that we could not feasibly operate with the old fees. If Republic went on a call curbside to pick-up an electronic only, there is an automatic $ 40.00 charge. No longer will propane tanks or batteries be accepted. Vicki Alfano stated that we will have to advertise the changes well in advance
possibly a month to 6 weeks before the September event. Articles will be written for the Journal with the changes and new guidelines. Wayne Yee is to comprise a detailed list to be published in the paper and also on a link on the website with the acceptable and non-acceptable items. The information must be presented in a positive manner. Joanna Sorreiro stated that the Board needs to set strict and clear parameters. Wayne Yee reiterated that the Board needs to be vigilant about the amount of flexibility there will now be. Everyone has to be on the same page with no exceptions. If Bulky Day goes back to the one bulk item and one white (appliance) item, the tonnage will decrease substantially. Evan Brassard, Town Adm. advised Claire Forgues that the Board will have to present the changes to the selectman at a meeting. Further motions made for changes, article for the press and Selectman along with discussion tabled for next meeting.
Licenses, permits, payroll and bill schedules signed.
Next meeting is scheduled for Wednesday, June 15, 2016 at 5:30 p.m.
